Well, if it is a bug, the bug has been around since the iPhone first became accessible. You have always needed to wait for VO to say editing apps, not just wait for the tripple ascending tones. The triple ascending tones merely indicates that the passthrough gesture has been received. Editing apps indicates that the app has been held long enough and is now wiggling (the visual indication that the app can be removed from the switcher or moved or deleted from the home screen). In other words, it's not a bug.
