I'm not so sure such a feature would be possible. VoiceOver is not bolted on it is a core component of the OS. Although a nice idea, just not practical. Unfortunately we hav have no idea how many people have written to Apple informing them of the issue. So, if only a few people are having the problem as compared to the entire user population, they will prioritize accordingly. You have to understand that in the scheme of things it really comes down to resources and priorities balanced against those resources. I can very much appreciate the issue of not being able to use your Braille display. I was very much in that situation until iOS 5.0 came out and I had my display for nearly a year.
