I'm also not sure it's even a desirable feature. One of the strengths of Apple, for blind users, is that VoiceOver is a core component of the OS. I think we want to keep this. My concern is that if they have a separate path for VO bugs then it may ease us into 2nd class citizens. I think the better approach is to make sure these accessibility bugs get prioritized near the top of the queue and these fixes get pushed out quickly in the normal update path. I haven't thought about this issue a hole lot, but that's my $002 for now.
