Hi, I honestly don't run into these inconsistencies in IOS. At least not that I can remember. In this case, if compact is checked, that means you want to use the compact voice, and voiceover will use this. Unchecked means you prefer to use the higher quality voice, and when connected to wifi, your device will attempt to download this voice for use.
