When you swipe to unlock the phone, you are then asked to enter a code to unlock the phone. That is supposed to keep other people from picking up your phone and accessing what is on it. In this case, if you have your phone set up that way, the screen where you enter the passcode also has a button to allow you to make an emergency call--this bypasses the passcode so you or anyone else can pick up the device and make a call if needed.
