Hi,
That is not accessible with voiceover. You can go to the page with the controls for playing the book and double tap the info button then, select the details tab. there you will find a delete button.

yes. you can download books directly from the app. I actually prefer this to putting the books on my phone via iTunes. As far as the documentation, 
I
didn't even know it existed.  lol.  The app is fairly straight forward.
Just play around with it.  The only things that is a bit round about is
deleting books once your done with them.
