I have a 4 s. 
I have found that holding the power button while counting "one Mississippi, 
two Mississippi" is the proper time to start the phone.
This also worked on my old 3 g s.

It then takes about 35 seconds for voice over to start.

BTW. I just tried turning on my phone a few times, and I did not hear any 
sounds while it was starting.
