Well, they want to encourage people to use their latest device. Also, I don't think apple is selling unlocked iPhone 4 unlocked in the US open market. As far as money making is concerned, Apple never said they are a nonprofit. They wouldn't come up with this device if there was no money in this.

This seems to be the way they do it. When the, iPhone 4 was new, they released it as 16 and 32 and kept selling the 3GS in an 8Gig. Presumably when the iPhone 5 comes out apple will keep selling an iPhone 4S but in an 8Gig version. It is a neat way of making an entry level device.
