I have been using Blue tooth headsets for almost three years and Voice over 
has always talked when i answer the call with the headset button. Mine will 
give me caller I D information. It is very annoying, and hard to hear the 
person on the phone.

I have found the only way to prevent this is to turn the speech off with a 
three finger double tap before you put the phone in your pocket, or 
wherever.

Just do not panic when you go to use the phone and Voice Over doesn't talk. 
Another three finger double tap will turn the voice back on.
