The Home Button has always done that. You really never need to close apps, especially with iOS7 or 8 and the newer iPhones or iPads. The system manages things well, and makes apps sleep or work in the most efficient way it can. The only time you'd need to close an app is if it is misbehaving (sucking up data or power like crazy, or not responding correctly). Mostly, you can leave apps alone and you'll be fine.
