I apologize in advance for not following your problem. Maybe what I'm going to 
suggest may have already been mentioned. Apologies again. 

Have you tried going to Settings, Sounds and turning off Change With Buttons? 
By doing this the ringer volume stays at the volume level that you set. The 
volume buttons on your device controls voiceover and any other audio you listen 
to. Audio ducking can be turned off if you desire.
