Hi, it has been doing that for a while now, the fix as I do is to pick a sound 
tap it, then instead of flicking right, start left and work backwards.

finishing changing specific settings. Has anyone else noticed this?
   I was on the phone with Apple Accessibility this morning and the person at 
the other end couldn't figure out anything more than I could. It took forever 
to get even minimal info. All the same, the man gets a gold star for effort. 
Plus it's not his fault that certain apps like the I Tunes 12 is not fully 
accessible nor easy to use for some of us. 
  And it is like pulling teeth to find out just how the payment process works 
once you finish a free trial period of Spotify. As I guessed, it works like 
many things work, you automatically start getting charged if you do not cancel. 
Problem is how do you find where to cancel when it does not show in I Tunes or 
the App store or your purchases until it is too late! No matter, Spotify free 
of ads is great and worth the 9.99 per month. Dulce, I'll be buying us a 
"shared" gift card, so to speak!

  If you Google "iOS 8.1.3" you will find plenty of articles which point out 
that this update is a minor update which was released to fix 2 major issues:

  1. After installing this update you will not require as much free space on 
your iOS device when new updates are released in the future

  2. There has been an issue for some people entering passwords for iMessage 
and Facetime.

  Just keep the emails to Apple accessibility coming and complain about the 
Safari issues and the problem we Voiceover users have with not being able to 
move most apps in the bottom row and of course any other issues you can think 
of.
