Hi. I can't help, but I can confirm the issue
Using iPhone 5 with iOS 8..12, though I've had this since I installed the
8.0 update.
For me, the delay happens when exiting any app, but it seems to be longer
with apps that use Safari.
For example, I can open the weather Underground page from a shortcut on my
home screen. This uses safari rather than the Weather Underground App.
From within that app, I can press Home and then immediately move my finger
to the opposite side of the home screen and when VO recovers, it confirms
that yes, I am still on the Weather Underground shortcut.
If I exit an app using the home button and then use the power button to lock
the screen immediately after I press the home button, the screen is locked
during the delay, so at least that gesture is being passed through, making
me wonder if this is just a VO specific issue. When the delay is over, VO
reports that the screen is locked as if nothing were amiss.

I am having an interesting issue that I want to see if anyone else is
experiencing.
Whenever I press the Home Button to exit many/most apps, there is an
extended delay of at least three seconds and many times longer when the
phone becomes unresponsive and VO gestures are not recognized. I am
wondering if anyone else is experiencing this issue and if maybe someone has
found a solution.
I recently became so frustrated with it that I reset without restoring from
iCloud and at first thought the problem had been addressed by this.
However, it appears that it has not.
