I have been seeing this behavior for a couple of updates. Have no workaround 
except patience. If I forget to let the phone do its thing and touch my screen 
invariably voice-over becomes confused. If I leave it alone and wait to hear 
voice-over everything is good. There are a whole lot of idiosyncracies with 
phone, voice-over and apps I either ignore or use a lot of patience to get 
done. LOL.

I have the same thing happening, but it is never more than a couple seconds. 
I'm guessing this may improve or go away when I get my iPhone 6. I am currently 
using the 5.

I have noticed a problem similar.  When pressing the home button twice, to get 
into the app switcher, it responds at times, but not always.  I might be taken 
to the home screen, or there may be no response at all. This is on an iPhone 5 
using the latest firmware.
