I have been seeing this behavior for a couple of updates. Have no workaround except patience. If I forget to let the phone do its thing and touch my screen invariably voice-over becomes confused. If I leave it alone and wait to hear voice-over everything is good. There are a whole lot of idiosyncracies with phone, voice-over and apps I either ignore or use a lot of patience to get done. LOL.
