Ok, when Siri is unresponsive, I don’t believe it is due to a pause, just 
something flukey in the performance of the device. Didn’t someone write the 
other day that nothing is perfect?

Yes, I meant pause, in that you can pause in your speaking. If you pause while 
not holding the Home Button, Siri will assume you're done and will start trying 
to act on whatever you said. If you have the Home Button down, though, you can 
stop speaking for as long as you like, then speak more, and Siri will keep 
listening the whole time.

 

I'm not following what you mean by the Phone App. Whether that app is open or 
not, a keypad will always appear during a call unless you do something to 
dismiss it (lock the device or hit the Home Button, for instance). I also 
notice no lag when using VoiceOver during a call, and I'm on an iPhone 5. I 
don't remember what device you have, but perhaps it is an older one?

What is the point of speaking if you are wanting to pause? See below.

Note that the second item can be a source of frustration.. If you're holding 
the button down too long, when you release it, Siri could think you just issued 
a very short command. This is why Siri sometimes seems to stop listening almost 
immediately. It's a matter of practice to get the timing down right, but again, 
if long pauses are your problem, yo might find this feature quite helpful.
