This sounds like maybe your gestures aren't precise enough at all times.
If your finger slips a bit when doing a one finger double tap one of the
taps could be registered as a flick. Ditto for the two finger swipe. If
one of the fingers isn't making a good contact with the screen then it
could be picked up by VO as a flick up or down.
I don't mean to be insulting, but maybe the solution is to ensure your
screen is clean or practice some of the gestures a bit. I know the speed
dots overlay helps me ensure that my swipes left and right are
horizontal and not going off at an angle a bit and being picked up as a
swie up or down.

First off, can someone please post Apple's accessibility phone number, please?
Here's the issue I plan to call them about unless someone here can help.
I have a iPhone 5s which is my third iPhone so I'm very comfortable with VO
gestures but this phone seems to have a mind of its own.
I might be swiping to the right when it tells me "speech off", or I might be at
the bottom of a home screen and when I swipe up to go to the top it goes to the top and
then instantly returns to the bottom. Often I'll be swiping around when whatever was
lasat playing (podcast, music, etc) will start playing. there are many more oddities but
suffice it to say that it's very frustrating.
Anyone else dealing with this? Oh, and I'm running the latest IOS.
