Check to see that Assistive Touch (I think it is called) in Settings, General, Accessibility is not on. That will totally disrupt VO gestures.

I have a iPhone 5s which is my third iPhone so I'm very comfortable with VO gestures but this phone seems to have a mind of its own. I might be swiping to the right when it tells me "speech off", or I might be at the bottom of a home screen and when I swipe up to go to the top it goes to the top and then instantly returns to the bottom. Often I'll be swiping around when whatever was lasat playing (podcast, music, etc) will start playing. there are many more oddities but suffice it to say that it's very frustrating.
