Cher is right, if you're running an older version of iTunes, such as 12.01 then you won't need a patch. If you install iTunes 12.1 for the first time on your PC then yes you will need a patch.

I share that confusion. I do not have iTunes on my PC. If I installed
fresh, would I still need the fix?

I thought if iTunes 12.1 had not been installed, that there was no
problem. So why install a fix? Confused!

Hi

If iTunes 12.1 had never been installed, is it still necessary to
uninstall the earlier version of iTunes before installing the fix?

I am using the 64bit version of Windows. I followed the procedures in
this post and it works. I did not have ITunes 12.1 installed before this
so can't compare though.

Here is a fix for the 64Bit iTunes that works. You will have to
uninstall iTunes first. There is an order in which iTunes should be
properly uninstalled. I will place that information below and place
the link for the fix afterwards.

Uninstalling iTunes

Steps

1.Remove iTunes and related components from the Control Panel.

Use the Control Panel to uninstall iTunes and related software
components in the following order. Then restart your computer.
1.iTunes
2.Apple Software Update
3.Apple Mobile Device Support
4.Bonjour
5.Apple Application Support (iTunes 9 or later)

Don't uninstall these components in a different order, or only
uninstall some of them. Doing so might have unintended affects.
