I am not sure why this is happening, but you might want to contact Apple about 
this. If you want to do so by email, you can send an email directly to iTunes 
support at [email protected] as they deal with all purchases and so 
on.

Subject: continually losing purchased ringtones

I have several ringtones that I've purchased from Itunes. I know there
was a problem previously with Itunes, and i've restored my ringtones a
few times. I have IOS 8.2 and the latest version of Itunes, and the
problem persists. It seems as though it happens when I sync my phone
to my computer. The last time I tried to restore ringtones it said
that I had already done it, but my ringtones aren't on my phone.
Does anyone have any ideas on how to correct this? Perhaps I'm doing
something wrong with Itunes on my PC?
