Check the mute switch, sounds like the phone may simply be muted and he may have set it not to vibrate in which case there would be no indication that a call is coming in although I assume visually the lock screen may be visible when the phone is ringing even if it is set not to vibrate and with the mute switch turned on. Not sure about this, however. Another thing to check if mute is not on is that his ringier volume is not all the way down which once again may result in a quiet phone if it is also not set to vibrate.
