Is this a silent thing, or dnd switched on;  things like that?

Hi all. I'm kinda stumped on this and I want to know if any of you iPhone 4S 
users running iOS 8.3 experience this as well. This is for a friend of mine 
who's sighted so he doesn't need Voiceover. I was playing around on his 
phone after he told me that he wasn't getting any phone calls and I noticed 
something strange. He isn't getting any calls or texts coming in when the 
screen is locked. So I unlocked it and with my 5S I called his number. Sure 
enough, the phone rang. So again, is anyone else experiencing this running 
iOS 8.3 on a 4S? Do you think resetting network settings would resolve 
anything? Thanks in advance.
