Carol did you try what I suggested, just rebooting voiceover not your phone.
Do your triple click to turn voiceover off then repeat to turn it back on.
This is what has helped me.

Hi Carol, I have been using my Bluetooth Keyboard quite a lot in the past
week since I purchased it, and I have not seen any evidence of this behavior.
I'll let you know if anything changes, but so far, so good!
