Yes, those who have answered you that Voice-Over off and Speech off are not the same are quite correct.
But you might be wondering what the advantage of using one over the other might be; with Speech off you still have the VoiceOver focus on the last spoken item. So, for example, if you were in the Music app and wanted to record a tune without the speech from VoiceOver interfering you could: - focus on the desired song with VoiceOver and Speech both enabled - then disable speech (Speech off with the 3-finger double tap) - then prepare the recording equipment and double tap on the iDevice screen This will enable VoiceOver to activate that selected song without the recording of the speech.
