Technically, a full shut down of the iPhone should terminate data connections. Sometimes, this does not happen, such as when the iPhone is downloading data and new software is being installed or the phone shut off. Sometimes, people report that the iPhone tries to resume making the data connection but the data never fully downloads. It is a rare occurrence, but when it happens, people say it is a major hassle to resolve.
