From the EULA's or T&C's I recall, Apple has always had an all purchases are final policy.

Interestingly, the receipt I have for the iBook that started this whole
discussion did not have a refund link. I know they have in the past for
iTunes purchases, I'm not sure about apps. But I double checked this
book receipt, and there was definitely no such link there.
