Apple is very clear about this and the information is displayed when you sign 
up for the public beta program and it can also be found by going to 
http://beta.apple.com and by clicking on the Frequently Asked Questions link. 
Here is what is said about confidentiality:

Is the public beta software confidential?
Yes, the public beta software is Apple confidential information. Don’t install 
the public beta software on any systems you don't directly control or that you 
share with others. Don’t blog, post screen shots, tweet, or publicly post 
information about the public beta software, and don't discuss the public beta 
software with or demonstrate it to others who are not in the Apple Beta 
Software Program. If Apple has publicly disclosed technical information about 
the public beta software, it is no longer considered confidential.

I guess the "if Apple has disclosed technical information about the public 
beta" could mean that any features demonstrated during the keynote could be 
discussed?

Anyhow, I agree that with a relatively small percentage of Viphone members 
probably running the beta, it is probably not the place for discussion, maybe 
if you are interested in such a discussion you could start a list dedicated to 
this.

As for built numbers, yes, Apple Developer Beta 3 became public Beta 1 and this 
is the case since registered developers had access to a first beta on the day 
of the keynote on June 10. A second developer built was released 2 weeks or so 
later and then the third developer built was considered sufficiently polished 
by Apple to become public beta 1. The first 2 builts did not include, for 
example, the News app and full access to Apple Music.
