First, have you rebooted the phone by holding down the power and home buttons together for about 10 seconds?
With a 16 GB phone, you are going to have about 12 or at most 13 GB of actual storage. Does iTunes and your phone say the same thing for how much free space you have? If not, next, make sure everything is closed out of the app switcher, do an encrypted backup with iTunes. Then, restore your phone from iTunes. This will erase the phone, reinstall the firmware and offer to restore it from the last backup, which if you did an encrypted backup will restore all your passwords, etc. If you have a lot of music, this can take a long time. Or, call Apple Accessibility and see if they have other ideas.
