If you have already shut down the phone and restarted it, then the next step 
would be to do a soft reset by holding down the power button and the home 
button for about 10 seconds.  It will automatically shut down and restart the 
phone.
If this does not help, then you might want to consider doing an encrypted 
backup of your phone and then restoring it.  Remember, an encrypted backup also 
backs up your passwords.
