Mary, I would venture to say that it is the fault of your ear piece.  I have 
the Bose ear piece, and the Bose bluetooth headphones, and use them with Siri 
and dictation with good success.  Let me say this.  If there is a good bit of 
background noise, it might take a little longer.  It certainly isn't as fast as 
using the apple ear phones or something else with a chord, but, I am quite 
satisfied with my results from both of these bose products.  I hope this helps.
