The short double vibrate is always there if you reboot a phone with the 
Lightning cable connected.

Yes, I felt the vibrations both in the iPhone 5S  and in the iPad mini so I 
wonder if it is a new feature but do not know as I have only ever had the 
iPhone no other accessible phones.
