An iCloud backup will give you everything--apps and all their data, home screen layout, settings, all that. The only things it lacks are secure items. That is, it won't give you your wifi passwords, logins for apps, and so on. It will be unaffected by iCloud Keychain for Safari; what I mean is that your Facebook app, for instance, won't come up with you logged in. It will instead have you log in when you first open it, because iCloud backups don't contain login details like that.
