I just updated to iOS 9.0.2 on my iPhone 6, and so far, the keyboard echo seems to be working okay. I will have to play with it more in the morning. Just out of curiosity, does this problem occur within a specific app or when the rotor is set to a particular setting, such as character or word? Also, I don't know whether or not it makes any difference, not sure why it should, but I am currently using my braille display rather than the on-screen keyboard.
