I did the reset and now the typing echo is bac,. I should have tried that sooner. I have never had this feature stop working on me through four years of IOS updates.
I am not sure if this is a new feature in 9.02 but when I tap in a text field that has text Voiceover will now announce how many characters there are and in what position the cursor is.
