Mary, you are correct. Hold both home button and on/off button for about 8 seconds until the phone is shut down. I check this with the mute button which will vibrate if not off when you mute and then unmute. Let the phone sit for about 30 seconds, or as happened to me on my 6s came back on its own, and then turn back on. It worked when absolutely nothing else would. If it comes up with no VO, remember that Siri can turn it on for you.
