I can also confirm that the focus issue has been fixed in iOS 9.1. For a few days after the initial release of 9, I was using TweetList 4 and Tweetings and putting up with the issue. After that, I finally got fed up with constantly having to find my place again. I was extremely happy to see that this bug has mostly been fixed. I say mostly because in TweetList, when I go back to the tweets, I am put about 100 or 200 items above where I was before. Might not sound like a big issue, but when you are on tweet 700 and are then taken to tweet 600 or 500 it becomes more of an issue. Still, that is way better than being on tweet 9 at the top of the list. I can enjoy Twitter again!!! I have not done extensive testing on this, so perhaps it is not as bad as what I have seen so far. Using an iPhone 6S.
