Hello Kelly, The problem was with my cable provider.
When the problem was at its worst, I could download apps on my phone 20 times faster via cell signal than on WiFi. I recently switched to Comcast Internet. I jumped at a deal that offered fast broadband for only $5 more than I paid for a UNIX shell at a neighborhood dial-up Internet provider in 1994. On a recent Sunday night, the advertised download speed of 25 MBPS was not happening. Instead, the speed test showed only 8 MBPS. I guess everyone was watching Net Flicks and YouTube. My partner spends more time watching YouTube videos on an iPad than I spend torrenting. Kelly On 11/19/15, M.
