The problem was with my cable provider.

When the problem was at its worst, I could download apps on my phone 20 times 
faster via cell signal than on WiFi.

Was this an issue with your cell phone carrier or your regular Internet 
provider through WIFI?  I recently switched to Comcast Internet.  I jumped at a 
deal that offered fast broadband for only $5 more than I paid for a UNIX shell 
at a neighborhood dial-up Internet provider in 1994.  On a recent Sunday night, 
the advertised download speed of 25 MBPS was not happening.  Instead, the speed 
test showed only 8 MBPS.  I guess everyone was watching Net Flicks and YouTube.
My partner spends more time watching YouTube videos on an iPad than I spend 
torrenting.
