Hi, Anthony,
I guess it's possible that apple has reduced its accessibility efforts in 
addition to the things I mentioned in my previous message.  After all, Apple's 
resources, while large, aren't infinite.    And with Apple's emphasis on 
releasing new hardware each year; they may have diverted effort from 
accessibility.
