As far as I know, all of the VoiceOver bugs pertaining to answering calls were fixed in 9.1, or 9.2. I can't quite make the discrepancy, since I've been on 9.2 for quite some time. 9.2 seems to fix many of the bluetooth issues, though if you turn on Airplane Mode with a braille display, and then turn Airplane Mode off, you still need to go in and manually reconnect the display. So they half fixed that one.
