That happened to me too before. The easiest way to fix it is to go to settings,
general, reset, Reset Home Screen Layout. That way, all the page 1 apps will be
in their right place, and you can start moving things around again.
To move something to the previous page, drag it to the border. You will hear a
sound, and voiceOver will say "approaching border". If you hold your finger
there, it will go to the previous page. If you keep your finger there it will
keep going back a page.

Hi, it looks like that works but that you have to hit the home key for the
pages to go away.
But if an app, for instance, is on page 3 and I want it on 1 or 2, what is
the best way to move my hand to accomplish this?
Also do I have to move it up one page, stop, and do another move to go up an
additional page?
Finally, what about simply getting apps in a particular order. I want my new
folders next to each other since they will be the most used items I have.

Hi Paul, the easiest way to solve the problem that you're having with the
apps, is to keep moving apps that you want to one page. This is what I found to
be the easiest way for me. Once you group the apps to the pages that you want
then the other pages will disappear eventually once you get all the apps on
same page 1 or page 2 then three and four will disappear
