After posting, I realized that I didn't ask the right question.  I know what
the rotor command 
is.  What I was thinking about was the Item Chooser in iOS.  

I have since recalled that the command to bring up the Item Chooser is a
2-finger, Triple Tap.

Hi Mark,

The rotor is always active when VoiceOver is on. Just put two fingers on the
screen and twist to move between the items on the rotor.
