I think a number of us are finding this tricky.
Perhaps we should start to say so in the hopes that they have a better
solution for us.
I personally find it quite hit and miss.

I agree on this. Just tested it out with my 6S Plus and it works.
Touch the Shift, lift up your finger and then tripple tap quickly.
It doesn't have to be in the upper part, i succeeded by tapping
the Shift button position.

I had this problem on the same phone and iOS combo.
What seems to have helped is that after touching the shift
control, I do the triple tap to lock shift on the upper half of
the screen.
I can’t say this helped all the time, but it seems to help often.

For whatever the reason, it just doesn't work on my iPhone 6,
running 9.2.1. I don't remember when it stopped working, but it
just won't go into caps lock any more.

Try triple tapping the shift key to engage caps lock.
It is really tricky but it works.
