To turn on caps lock you have to triple tap the shift key or you can put one finger on it and then do a double split tap, i.e. tap twice with the second finger when the first is on shift. To take it off caps lock you just have to touch it again once. I find this works very reliably and easily. You can use rotor actions on the shift key. After touching the shift key, do a one-finger flick up. You'll hear "caps lock." At this point, do a one-finger double-tap. To turn caps lock back off, just touch the shift key again.
