Well, double tap and hold for older and push on 3D Touch devices
could be a better solution but this works for me either.

I agree on this. Just tested it out with my 6S Plus and it
works. Touch the Shift, lift up your finger and then tripple
tap quickly. It doesn't have to be in the upper part, i
succeeded by tapping the Shift button position.

seems to have helped is that after touching the shift
control, I do the triple tap to lock shift on the
upper half of the screen.

the reason, it just doesn't work on my iPhone 6,
running 9.2.1. I don't remember when it stopped
working, but it just won't go into caps lock any
more.
