Hello everybody. To quote Steve Jobs "it just works." If you have a 6s or 6s plus you can test off line dictation by following these steps: 1. Turn on Airplane mode. 2. Open a favorite app. 3. Just dictate. 4. Turn off Airplane mode. I am confident that I answered your questions.
