The release notes and the articles in the blogosphere talk about the bug
where tapping a link would cause the app or the OS to hang.

Jewel,
The update from 9.3 to 9.3.1 was primarily to fix an activation bug.

Subject: Most recent upgrade: 9.3.1
It is only 2 or 3 weeks since I upgraded to 9.3, but for the past week, Apple
has been advising me that it will, if I wish, automatically upgrade my phone to
9.3.1.
I have been ignoring its kind offer, but last night, I took the bull by the
horns and told it to go ahead and download the upgrade.
It appears that I had nothing to fear for, as far as I can see, the only thing that
I had to do in settings was to set up "Hey Siri.
Does anyone know what improvements/bug fixes .1 has made?
