You do not have to select any text in order to use the three finger quadruple tap gesture. What it does is it automatically copies the last thing that voice over says.
Now, to select, copy, and paste text is all done by using the rotor. Before using the new text selection tool, you must first add it to your rotor. To do this, just go to settings / general / accessibility / voice over / rotor, and double tap on text selection. To use the new text selection tool, once you get to the start of the text you want to copy, just turn your rotor to text selection. Then by flicking with one finger up or down, you can choose to select by character, word, line, or paragraph. Then, as you swipe to the right, it will select the text by what you have chosen, If you select more than you want, by swiping to the left will unselect things by what you have chosen. Once you have the text that you want selected, then just turn your rotor to edit, then flick up or down with one finger to copy and double tap, and your selected text will be added to the clipboard. To paste text that you have copied, and is now on your clipboard, once you are in the edit field where you want to paste it, just turn the rotor to edit, and flick up or down with one finger until you hear paste, and double tap. After doing it a few times and getting used to the steps, you will start to get quicker at it.
