Yes, that is exactly what it will do, but many people who have a limited data plan found that it burned through their cellular data very quickly so you want to consider that.

I use the three-finger swipe up to get to it,although, sometimes, a four-finger touch about two-thirds of the way down the screen will get you there more quickly.
