it's been an issue for quite some while as far back as IOS 9 if memory serves. Your actions are correct.

I honestly don't really use the phone part of my iPhone all that much
which is why I never noticed this until now. But I was doing some test
calls to a phone system I'm setting up and voice over started stuttering
really bad. I was able to fix this by turning it off and back on again.
Is this a problem with the phone app where it uses a lot of resources?
Or does this have something to do with the recent update we got
yesterday? I receive calls, but don't really make all that many since
most of my communication is through Voxer.
