Is it true unlocking results in only phone and texting access, but not data? Or 
is that restriction only on A T&T, and not T-mobile?

I think you're confusing unlocking and jail breaking. Unlocking just
means you can use your phone on different networks, e.g. you could move
your phone between AT&
T and T-Mobile here in the US. It shouldn't impact your Apple Care plan.
It does not give you access to apps that aren't available in the App Store.

Jail breaking does give you access to apps that aren't in the App Store.
It also voids your warranty.
