No, this is a new feature in iOS 10. While you have a headset or bluetooth speaker connected, in the 'audio" section of the Voiceover settings there is one called "speech channels". The way it was described to me implies that you can de-select the channels from you speaker so that Voiceover will only speak through your phone.
